Additional Key Energy Proceedings Before the Commission

Public Service Co (Xcel) On-Bill Financing Program Proceeding No. 25A-0036E

This Proceeding was filed by the Public Service Company of Colorado, Xcel Energy, on January 6, 2025 and Commissioner Tom Plant to act as Hearing Commissioner. 
Xcel Energy is seeking Commission approval of its Tariff On-Bill Financing Program which the Company is filing in accordance with the settlement agreement approved by the Commission, with modifications, in Proceeding No. 23A-0589EG addressing the Company’s 2024-2026 Demand-Side Management and Beneficial Electrification Plan.

The proposed financing program will use funding from a third party to finance the up-front customer costs of making beneficial electrification and energy efficiency upgrades with the repayment of the third-party debt reflected on the customer’s electric bill. Examples of such upgrades include Cold Climate Air Source Heat Pumps, Ground Source Heat Pumps; Evaporative Coolers; Heat Pump Water Heaters; and Insulation and Air Sealing. Public Service has selected the Collective Clean Energy Fund, or “CCEF”, to provide the third-party financing.  The Company states it is still in the process of negotiating an engagement with CCEF to provide the capital and to implement the program.

Xcel Energy explains it seeks to make available under the program a maximum amount of $50,000 of financing per an eligible and participating customer at an electric metered premise with repayment plans offered for three-year, five-year, and ten-year terms. The program is designed primarily for residential customers and the Company proposes to exclude its gas-only customers from the program.

Public Service Co (Xcel) Outages and Customer Response

Provided below are two April 30, 2025 presentations developed by PUC staff on issues raised by Xcel's customers. The first is the staff report regards a formal PUC investigation (Proceeding No. 24I-0394E) into a series of recent electric service outages within Xcel's service territory.  This investigation is separate from the Commission's consideration of Xcel's Wildfire Mitigation Plan and use of public safety power shutoffs (PSPS events). Comments on this report can be made through the Commission's comment portal by choosing the 24I-0394E proceeding under Commission initiated proceedings. The second presentation examines Xcel's responsiveness to customer calls, including on billing issues. Comments in response to this report can be sent through email to dora_puc_website@state.co.us.  A recording of the Commission's discussion on these presentations is available on the PUC's YouTube channel. Updates will be provided as the Commission continues to address these issues.

The Role of the PUC in Xcel Energy’s Mtn Energy Project

  • When a utility seeks to construct large and expensive new facilities, it must come before the PUC for authority to begin construction, through an Application.
  • The PUC reviews the utility’s request for a Certificate of Public Convenience and Necessity (“CPCN”) and other requested approvals prior to construction.
  • The process begins with the utility’s filing, which includes testimony to support its requests.
  • This case is an “adjudication” meaning that the PUC acts like a judge when deciding whether to grant the CPCN or other approvals.
  • Commissioner Megan Gilman has been designated as the “Hearing Commissioner” for this proceeding.
  • Commissioner Gilman, using evidence provided by Xcel Energy, intervenors, and stakeholders, weighs the utility’s proposal and the overall record, and will draft a decision for the full Commission to consider and adopt at the end of the case.
