Contract and Common Carriers - Industry Permit Info

Contract Carriers are limited to providing service pursuant to a contract that addresses unique customer requirements at a price not less than that of existing common carriers. These carriers are issued a permit which authorizes them to perform agreed upon services for their contracted customer. There is no obligation or ability to serve the general public. 

Common Carriers are statutorily declared to be a public utility and must serve the public indiscriminately. Common carriers offer scheduled and/or call-and-demand services, such as: taxi, sightseeing, shuttle, and charter services.

Authority/permit process

The authority/permit process for common and contract carriers involves submitting an application through the online E-filings portal. These applications can be found on the common/contract carrier webpage. These applications are noticed to the interested public for a 30-day period, during which existing common carriers may have a right to object to the issuance of the requested authority. Depending on if any objections (also known as “interventions”) are filed, the Commission may issue the authority/permit directly or refer the matter to an Administrative Law Judge (ALJ) for disposition. Common carrier authorities and contract carrier permits are issued for an indefinite period of time, unless the authority/permit is revoked, suspended, cancelled, or abandoned. 

The issuance process will also involve your insurance company filing a copy of a required commercial motor vehicle liability policy on your behalf, through the online insurance portal. The filing cost for a common/contract carrier application is $35.00. A $5.00 issuance fee may also be required, if the authority/permit is granted. The purchase of vehicle stamps ($50.00/each) will also be required.
