Energy Assistance Data Dashboard
The Colorado Public Utility Commission (PUC) requires investor-owned utilities (IOUs) to provide energy assistance programs for income-qualified customers to make monthly gas and electric bills more affordable. These energy assistance programs are called Energy Affordability Programs, or Percentage of Income Payment Programs (PIPP). Per Colorado PUC rules, PIPP programs are designed to limit a customer's electric and gas bills to no more than 6% of their income. The PIPP programs are funded through customers’ monthly bills.
Customers can be referred to the PIPP programs by applying for energy assistance through the following programs.
- Low-Income Energy Assistance Program (LEAP)
- Energy Outreach Colorado's (EOC) Past Due Bill Payment Assistance Program
- The Weatherization Assistance Program (WAP)
- The PUC Utility Bill Help referral program (UBH)
IOUs are required to annually report metrics to the PUC on their energy assistance programs. The most recent annual reports were filed in Proceeding No. 24M-0013EG.
To make the data regarding energy assistance programs more transparent and easily available to the public, the PUC in partnership with the IOUs, LEAP, EOC, and WAP is providing this data dashboard that will be updated monthly starting in December 2024.
Data being reported on this page includes the following.
- Referrals, applications, and enrollments into energy assistance programs
- Disconnections for nonpayment
- Reconnections
