Natural Gas Pipeline Safety Program

Colorado Public Utilities Commission (PUC) functions as a safety oversight organization for the U.S. Department of Transportation’s Pipeline and Hazardous Materials Safety Administration (PHMSA) through the Pipeline Safety Program (PSP). PSP works within these federal standards:

PSP also follows State regulations §§40-1-103, 40-2-115, 40-7-117, C.R.S. The statutes providing state authority allowing the PUC to enter cooperative agreements with federal agencies and to adopt and create rules to administer and enforce the National Gas Pipeline Safety Act of 1968. The PUC adheres to the State of Colorado Rules and Regulations, known as Colorado Revised Statutes (C.R.S.) § 40-7-113 C.R.S. [Sections 40-1-101, et seq.], and 40-2-108, C.R.S.

Coming in June 2025

4 CCR 723 11100(c) - In June, the Pipeline Safety Program will be making available pipeline maps in Colorado. It will include attributes for transmission, distribution, and gathering pipelines at a 1: 6,000 foot scale. Information available will include spatial location, operator name, commodity type, pipeline designation (transmission, distribution, gathering), and active status (abandoned, etc). 

This data may not be used in lieu of Colorado 811 locates and is subject to civil penalties set forth in and fines assessed pursuant to §§9-1.5-104.4 or 9-1.5-104.5, C.R.S..
 

Annual Reporting (4 CCR 723-11, 11100)

On or before March 15th of each year, Operators must submit the following:

  • Each operator of transmission, gathering or distribution systems, excepting MMO/LPG systems, shall submit the Annual Report (PHMSA F 7100.1-1, 7100.2-1, as applicable) to PHMSA using its electronic portal at https://portal.phmsa.dot.gov.
     
  • Each operator of an MMO/LPG system shall submit the MMO/LPG Annual Report to the Commission through its E-Filings System in the repository proceeding opened for annual reports. The operator may use the form at the following location: Download Form Here
     
  • Each operator shall submit a PSP Damage and Locate Report (DLR) to the Commission through its E-Filings System in the repository proceeding opened for DLRs. The operator may use the form at the following location: Download Form Here.
     
  • On or before March 31st, 2025, each operator shall submit GIS Data electronically, through the PUC's E-Filings System in the repository proceeding opened for annual reports. The operator will use this form (link to form). For guidance on GIS submission details, please use this guidance document (download document here).   • On or before March 31, 2025, each operator shall submit annual leak report data electronically, through the PUC's E-Filings System in the repository proceeding opened for annual reports. For detailed information review 4 CCR 723-11, 11100 (e). The operator may use the form.
     
  • On or before March 31, 2025, each operator shall submit a list of leak detection technology including narrative of any advanced technologies being used and their descriptions according to paragraph 11100(e).
