911 and Basic Emergency Service
The Commission has several duties related to 9-1-1:
- Regulating Basic Emergency Service, which is the aggregation, transportation, and routing of 9-1-1 calls to an appropriate 9-1-1 center;
- Approval local Emergency Telephone Charges above a certain threshold set annually by the Commission;
- Setting, collecting, and distributing the state 9-1-1 surcharge;
- Administering the 9-1-1 Advisory Task Force; and
- Providing administrative support to the 9-1-1 Services Enterprise.
Incarcerated People’s Communications Services (IPCS)
The Commission has the duty of requiring quarterly reporting from IPCS providers, testing IPCS capabilities through bi-annual test calls to each adult incarceration facility in the state, and receiving complaints from individuals regarding IPCS services. The information obtained through these activities is published in an annual report.
