Transportation Network Companies - Industry Info

A Transportation Network Company (TNC) (Lyft, Uber, HopSkipDrive, River North, Drivers Cooperative - Colorado, and SilverRide) uses a digital network to connect riders to drivers for the purpose of providing transportation.

TNC Fee Tiers Forms

Pursuant to § 40-10.1-606(2)(c), C.R.S., and PUC Rule 6702(e), the PUC has established a "tiered" annual fee structure for new and renewed TNC permits. Based on criteria such as the size/scope of the operation, years operating in Colorado, and business structure, a TNC will qualify as Tier 1, Tier 2, or Tier 3, each of which has a corresponding annual fee. Transportation Network Companies Driver FAQs

What do I need to do to qualify as a TNC driver?
You must apply with the TNC directly. You will be required to submit a valid driver’s license, proof of auto insurance, and a Colorado vehicle registration. You will also be required to self-certify that you are physically and mentally fit to drive passengers. A TNC driver must also be at least 21 years of age.

Are there any background check requirements for TNC drivers?
Yes, each TNC driver is subject to a criminal history background check. You will work with the TNC to go through this background check process and may be disqualified (sometimes permanently) for certain offenses. You will also be subject to a driving history research report, which carries additional disqualifiers (such as multiple or severe offenses).

Can I share my TNC driver credentials with another individual?
No. Each driver must be individually qualified in order to operate on a TNC’s digital network. This qualification includes verification of a valid driver’s license, driving history, background check, and medical certification.

Are there restrictions on how long I can drive passengers?
Yes, there are hours of service limitations. A TNC driver shall not drive for longer than 12 consecutive hours, 16 cumulative hours in a calendar day, or 70 hours in a consecutive seven-day period.

Will my vehicle have to be inspected?
Yes, each TNC vehicle must be inspected before transporting passengers. The vehicle must meet all inspection criteria in order to be qualified for operation. You will work with the TNC to ensure the vehicle has been properly inspected.

Are there additional requirements if I am employed by a School TNC?
Yes. Please see Rule 6724 for these additional requirements, including driver training, additional background check criteria, and other operational standards.

While there are other state-level requirements, it is important to note that each respective TNC may have their own internal policies that govern the qualification of drivers, vehicles, and other operational standards. Typically, there is nothing in state law that prohibits a TNC from imposing more stringent requirements on their drivers.
