John Gavan was appointed to the Public Utilities Commission on December 17, 2018, by Gov. John Hickenlooper and confirmed by the Colorado Senate on January 28, 2019. His term expires in January of 2023.
Gavan, from Paonia in western Colorado, was a member of the Board of Directors for Delta-Montrose Electric Association for five years prior to his appointment. He also has served on boards for Delta County Economic Development, Tri-State Generation and Transmission Association, and Solar Energy International.
Gavan has spent most of his career involved in technology, beginning in the U.S. Navy, where he served as an engineering and communications officer on a guided missile destroyer. After the navy, he spent 19 years as a director of information technology at MCI Communications.
He worked as the IT Manager at NASA HQ under contract in Washington, D.C., before being recruited by GXS Corporation (now OpenText) in Gaithersburg, MD, a leader in business-to-business technology. He served as director of the project management office until 2011.
He also served four years as Delta County Libraries IT manager and worked on efforts to bring high-speed, fiber-based broadband to rural Delta and Montrose counties.
