January 27, 2026 - The Colorado Public Utilities Commission (PUC) is committed to informing and engaging the public in the matters before the Commission, and values perspectives from impacted community members, which is critical in decision-making.
The PUC invites the public to provide public comment, participate in informational and stakeholder meetings, and engagement opportunities. The PUC announces upcoming opportunities each month, which can also be found on the PUC Calendar, and can be found here. All documents associated with these proceedings are available by using the search function on the Commission’s e-filings page.
In addition to filing online and other ways, the PUC now has a new email to receive public comments. Proceeding numbers should be included when submitting using the new public comment email: dora_puc_comments@state.co.us.

Jan. 28: Public Safety Power Shutoffs (PSPS) Virtual Public Comment Hearing, Proceeding No. 26M-0037E:
The public is invited to join a virtual public comment hearing on new, proposed rules addressing Public Safety Power Shutoff events. A Public Safety Power Shutoff (PSPS) is a wildfire mitigation tool used by utility companies to limit the risk of wildfire ignition due to downed power lines. All public input is welcome regardless of whether you have directly experienced a shut off event.

Feb. 2: Commissioners’ Information Meeting on Public Safety Power Shutoff
A Commissioners’ Information Meeting (CIM) will be held to hear from local governments and emergency management offices on PSPS. The Feb. 2nd meeting can be watched on the PUC YouTube Channel.

Feb. 5: Rail Safety Section Rulemaking for Wayside System Detectors Public Comment Hearing, Proceeding No. 25R-0408R:
The PUC is taking virtual public comment on the Rail Safety Section’s rulemaking to make permanent wayside detector reporting rules and to add obstructions criteria to its public crossings rules. The PUC is creating these rules, based on HB24-1030, after temporary ones were put in place last year.
One rule requires railroads with mainlines in Colorado to report every year on their wayside detector systems, including their type, location, and spacing, plus how problems found by the detectors are handled. Per the temporary rules, the first reports were due Jan. 1, 2025.
Another rule outlines that railroads should strive to not block crossings. However, if a train is blocking a crossing, it provides information about what emergency vehicles are recommended to do to respond to emergencies occurring on the other side of the tracks and requires railroads to report specific information if a crossing is blocked and emergency access is needed.

Feb. 9: Proposed Amendments to Gas and Electric Disconnection Report Public Comment Hearing, Proceeding No. 25R: 0519EG
The PUC is proposing new reporting requirements for utility disconnections. These changes are intended to reduce unnecessary reporting burdens, improve the quality and usability of the data collected, and support more effective regulatory oversight and policy development related to energy affordability and disconnection prevention.

Feb. 11: Monthly Commission Public Comment Opportunity:
The Commission accepts virtual public comment during the Commission's 2nd weekly meeting of the month (i.e., the 2nd Wednesday). The PUC holds formal meetings at 9 AM every Wednesday of the month, except for holidays. All meetings are streamed on the PUC’s YouTube page. Due to building construction, the meeting will be held virtually.
- When: Wednesday, Feb. 11, 9 AM
- Registration in advance is encouraged, but not required, for public comment. The registration link will be posted the Friday before the hearing and can be accessed from the PUC Calendar.

Feb. 17: Equity Rulemaking, Proceeding No. 25R-0468ALL
The Commission has proposed new rules and rule amendments to guide how the Commission and its regulated utilities analyze the impacts of their planning, rates and programs on different communities, particularly those identified as disproportionately impacted. The Commission is required by SB21-272 to consider how best to provide equity, minimize impacts, and prioritize benefits to disproportionately impacted communities, and to address historical inequalities in all of its work.

Feb. 23: Proposed Transportation Network Companies/ Rideshare Rulemaking Remote Public Comment Hearing, Proceeding 25R-0513TR:
On Dec.17, the Commission voted to initiate a Notice of Proposed Rulemaking (NOPR) action, which focuses on preventative measures for imposter drivers engaging with Transportation Network Companies (TNCs)/Rideshares, such as Uber and Lyft. Imposter drivers are unqualified drivers who improperly engage with a TNC's digital platform through an otherwise qualified TNC driver's account. The rulemaking introduces proposed amendments to the Commission's TNC/Rideshare rules, including harsher penalties for imposter driver behavior, on the part of the TNCs and the drivers engaging in this problematic conduct. As part of the rulemaking, the Commission is also exploring information sharing between licensed TNCs, when imposter drivers are discovered. Also, the Commission is considering the addition of a publicly available version of refusal of service reports, which are required to be submitted by TNCs on an annual basis.
