– Public input is sought by the Public Utilities Commission (PUC), on its Basic Emergency Service Rules and Quality of Service Rule, on Thursday, Feb. 29., at 11:30 a.m. The public comment hearing is a continuation of one held on Jan. 29, 2024.
What: The PUC is amending rules in its 4 Code of Colorado Regulations 723-2-2131, 2134, 2136, 2143 known as the Rules Regulating Telecommunications Services and Providers of Telecommunications Services. It’s filed as Proceeding No. 23R-0577T.

What You Need to Know:
The PUC issued a Notice of Proposed Rulemaking on language changes in the Emergency Service Outage, Prevention, Response and Reporting rules. The changes are intended to:
- Clarify the Commission’s intent regarding the definition of “basic emergency service (BES) outage” and the related reporting requirements for BES outages.
- Establish a beginning date for the requirement that basic emergency service providers (BESPs) update basic information related to their BESP certifications every two years.
- Provide direction to BESPs regarding the conduct of repairs or maintenance in order minimize disruption to 9-1-1 service, and.
- Update terminology and internal references.
