911 Services Enterprise Board

The Enterprise operates as a government-owned business with revenues held in trust, not as general revenues of the State.  The primary powers and duties of the Enterprise include:

  • Providing benefits to telephone service users statewide by helping fund aspects of 9-1-1 emergency telephone service which are not part of tariffed basic emergency service (9-1-1 call routing and delivery)
  • Distributing such funding to 9-1-1 governing bodies, 9-1-1 dispatch centers, statewide 9-1-1 organizations, or third parties for the benefit of governing bodies or dispatch centers, for purposes enabled by C.R.S. ยง29-11-104, et seq., and approved by the Board
    • Training initiatives and programs for improving emergency telephone service and emergency notification service in the state
    • Public education about proper and appropriate use of 9-1-1 services and emergency notification systems
    • Cybersecurity support for services and software for emergency telephone service, emergency notification service, and dispatch systems
    • GIS for governing bodies and dispatch centers
    • Grants the Enterprise may establish for the benefit of governing bodies and dispatch centers
    • Providing matching funds for grants related to basic emergency service, emergency telephone service, or emergency notification service
    • Other items of benefit for governing bodies and dispatch centers as proposed by a group of those entities or statewide 9-1-1 association
    • Any other expenses necessary for administration of the Enterprise and execution of its activities
  • Contracting for professional and technical assistance or advice and to supply other services related to the conduct of the Enterprise
  • Imposing a 9-1-1 Enterprise Fee on all telephone service users in coordination with the Public Utilities Commission, for the specific purpose of defraying the costs of benefits and services provided to telephone service users through governing bodies and dispatch centers, at a rate reasonably calculated based on the cost of those benefits and services.

The 911 Services Enterprise Board consists of five members, appointed as follows:

  • Michael Berry of Dillon, Colorado, to serve as a representative of governing bodies with populations less than 200,000 people;
  • Amanda Buch of Commerce City, Colorado, to serve as a representative of governing bodies with populations greater than 200,000 people;
  • William Andrew Dameron of Denver, Colorado, to serve as a representative of governing bodies with populations greater than 200,000 people;
  • Matt Goetsch of Montrose, Colorado, to serve as a representative of governing bodies with populations less than 200,000 people;
  • Lynn Notarianni of Lakewood, Colorado, to serve as a representative of the
    telecommunications industry.
