September 30, 2025 - The Colorado Public Utilities Commission (PUC) is committed to informing and engaging the public in the matters before the Commission, and values perspectives from impacted community members, which is critical in decision-making. The PUC invites the public to provide public comment, participate in informational and stakeholder meetings, and engagement opportunities. Tri-State Generation & Transmission Application to Join the Southwest Power Pool/ Western Interconnection Public Comment Hearing, Proceeding No. 25A-0266E:
Senate Bill 21-072 requires Colorado Transmission Utilities to join an Organized Wholesale Market by Jan. 1, 2030. Tri-State Generation & Transmission Association, Inc. filed for an order from the PUC finding that its plans to join the Southwest Power Pool Regional Transmission Organization in the Western Interconnection (“SPP RTO West”) is in the public interest, and that SPP RTO West meets the requirements of Senate Bill 21-072.
More information on SPP RTO West and Tri-State’s plan to join the Organized Wholesale Market is available in eFilings in the Proceeding No. 25A-0266E. The Commission is expected to reach a final decision in November 2025.

9-1-1 Services Enterprise Board Meeting:
The PUC 9-1-1 Enterprise Board meets monthly.

Monthly Commission Hearing Public Comment Opportunity:
The Commission accepts in person and virtual public comment during the Commission's 2nd weekly meeting of the month (i.e. the 2nd Wednesday). The PUC holds formal meetings at 9 AM every Wednesday of the month, except for holidays. All meetings are streamed on the PUC’s YouTube page.
- When: Wednesday, Oct. 8, 9 AM
- Registration in advance is encouraged, but not required, for virtual and in person public comment. The registration link will be posted the Friday before the hearing and can be accessed from the PUC Calendar.
- Please note: Comments may not be about any matter currently before the commission, which includes any topic on the agenda for that meeting and comments specific to any currently pending proceeding.
