The Colorado Public Utilities Commission (PUC) will host in person and virtual public comment hearings, and encourages anyone who is interested or potentially impacted to participate. The Commission values hearing perspectives from directly impacted community members, which is critical in decision-making.

Xcel Energy Just Transition Solicitation, Proceeding No. 24A-0442E:
The Colorado Public Utilities Commission (PUC) invites community members to provide comments regarding Xcel Energy’s Just Transition Plan, Proceeding 24A-0442E. Xcel Energy filed for PUC approval of its 2024 “Just Transition Solicitation” (JTS) on Oct. 15, 2024. The JTS is Xcel Energy’s next Electric Resource Plan to address the acquisition of new utility resources to meet future electricity needs on its system.
The primary objectives of the JTS include fulfilling resource adequacy and providing reliable service; continuing progress on emissions reductions; and, delivering a just transition in communities where generation assets are retiring. Xcel Energy’s Unit 3 coal-fired facility in Pueblo will retire no later than Jan. 1, 2031, and coal-fired facilities in Craig and Hayden are set to retire in 2027 and 2028.

Xcel Energy Wildfire Mitigation Plan, Proceeding No. 24A-0296E:
The PUC will host virtual public comment hearings on Xcel Energy’s Wildfire Mitigation Plan (WMP). The PUC invites community members to provide comments regarding the Company’s $1.9 billion plan for wildfire mitigation.
The Wildfire Mitigation Plan includes Xcel Energy’s proposed mitigation activities and investments, including targeted equipment inspections, repairs and replacements; expanded vegetation management; system protection enhancements; weather and wind modeling; practices related to public safety power shut-offs; and community and stakeholder outreach.
On April 18, the Company filed a proposed settlement, which is subject to approval by the Commission. Learn more about this on the PUC’s Key Proceeding page. The Commission will hold evidentiary hearings May 13 - 15 on the proposed settlement. A final decision is expected this summer.

Proposed Rail Rulemaking, Proceeding No. 25R-0152R:
The PUC will take virtual public comment for a rulemaking on Proposed Rail Rules Implementing HB 24-1030 to implement the training requirements and incident response requirements from the legislation. These rules outline the topics that must be covered by railroad training to emergency responders and outline equipment and coordination requirements of railroads and emergency responders during response to an incident that includes high-hazard flammable trains or high-hazard high-consequence hazardous material trains to ensure railroad worker safety, emergency responder safety and public safety during these types of events.

Electric & Gas Rules to Implement Labor Requirements, Proceeding No. 24R-0559EG:
The PUC seeks comments on proposed rules on labor requirements for electric and gas utilities in the context of electric resource planning and infrastructure projects. The PUC is conducting this rulemaking in response to SB23-292 and to clarify its treatment of Best Value Employment Metrics (BVE Metrics). BVE Metrics provide information about the workforce involved in constructing energy projects, including their access to training, competitive wages and benefits, use of in-state labor, and other factors. The rulemaking also addresses Energy Sector Public Works Projects, which require certain infrastructure projects to be constructed by contractors who provide apprenticeships and prevailing wages.

The Commission accepts in person and virtual public comment during the Commission's 2nd weekly meeting of the month (i.e. the 2nd Wednesday). The PUC holds formal meetings at 9 AM every Wednesday of the month, except for holidays.
