Xcel Energy’s Mountain Energy Project Proposal, Proceeding No. 25A-0044EG:
Xcel Energy filed for PUC approval of its 2025 application on Jan. 16, 2025. The project is a proposed long-term solution to address utility gas service in Grand Lake, Granby, Winter Park, Dillon, Frisco, Copper Mountain, Breckenridge, Leadville and other surrounding communities—impacting approximately 33,500 Xcel Energy gas customers.
The project involves new gas utility facilities, such as compressed natural gas (“CNG”) and liquified natural gas (“LNG”); customer energy efficiency improvements; and alternative electric service and facilities. The central purpose of the project is to avoid the construction of traditional gas utility facilities. The Company estimates the project cost to be $155 million. The Commission is expected to reach a final decision in November 2025.

Electric & Gas Rules to Implement Labor Requirements, Proceeding No. 24R-0559EG:
The PUC seeks comments on proposed rules on labor requirements for electric and gas utilities in the context of electric resource planning and infrastructure projects. The PUC is conducting this rulemaking in response to SB23-292 and to clarify its treatment of Best Value Employment Metrics (BVE Metrics). BVE Metrics provide information about the workforce involved in constructing energy projects, including their access to training, competitive wages and benefits, use of in-state labor, and other factors. The rulemaking also addresses Energy Sector Public Works Projects, which require certain infrastructure projects to be constructed by contractors who provide apprenticeships and prevailing wages.

Xcel Energy’s Distribution System Plan - Consolidated Proceedings: 24A-0547E and 25A-0061E
Public Service Company of Colorado (Xcel Energy) initiated this proceeding on Dec. 16, 2024, for approval of its 2025-2029 Distribution System Plan filed pursuant to SB 24-218 and 24-207. On Jan. 31, 2025, Public Service filed its Aggregator Virtual Power Plant Program (VPP). The Commission consolidated these applications because of the similarity and overlap of issues.
In this Proceeding, Xcel requests approval of: (1) certain distribution system planned investments over the plan time frame, and its planning methodologies; (2) a new bill rider called the “Grid Modernization Adjustment Clause” and the associated cost approval framework; (3) approval of several “non-wire alternative” proposals, which could be alternatives to traditional distribution projects; and (4) tariff changes related to the distribution system and undergrounding-related efforts in non-franchised areas. Overall, the Company requests approximately $4.9 billion in total distribution-related capital spending in the 2025 to 2029 timeframe, to be recovered through a new rider on bills.
The Company also requests approval to implement a virtual power plant program, which is defined by Colorado statute as a Commission-approved program that achieves the collective management of dispatchable demand or distributed energy resources connected to the utility distribution grid. The Company’s Virtual Power Plant (VPP) application includes requests for Commission approval of a tariff for performance based compensation for qualified VPPs and proposes to spend about $78.5 million to acquire 25 MW of capacity per year for a period of 5 years.

The Commission accepts in person and virtual public comment during the Commission's 2nd weekly meeting of the month (i.e. the 2nd Wednesday). The PUC holds formal meetings at 9 AM every Wednesday of the month, except for holidays.
