Welcome to the Colorado Public Utilities Commission!

The Colorado Public Utilities Commission (PUC) serves the public interest by effectively regulating utilities and facilities so that the people of Colorado receive safe, reliable, and reasonably-priced services consistent with the economic, environmental and social values of our state.

Who is the PUC?

The PUC was established in 1913 by law to set and enforce standards for utilities in the private sector. The PUC is an independent state regulatory agency - meaning it operates separately from other agencies. The PUC has three Commissioners, appointed by the Governor for 4-year terms, and a Director who manages staff with expertise in engineering, economics, law, finance, support, and management.

What Does the PUC Do?

The PUC is an important part of how our state operates smoothly. The PUC oversees various critical services - known as utilities - to make sure they are safe, reliable, and reasonably priced for everyone in Colorado. These utilities include energy & water, telecommunications, transportation, rail & transit safety, and gas pipeline safety.
