The Colorado Public Utilities Commission (PUC) serves the public interest by effectively regulating utilities and facilities so that the people of Colorado receive safe, reliable, and reasonably-priced services consistent with the economic, environmental and social values of our state.

What?

The Colorado Public Utilities Commission (PUC) serves the public interest by effectively regulating utilities and facilities so that the people of Colorado receive safe, reliable, and reasonably-priced services consistent with the economic, environmental and social values of our state.

Why?

The PUC is an important part of how our state operates smoothly. The PUC oversees various critical services - known as utilities - to make sure they are safe, reliable, and reasonably priced for everyone in Colorado. These utilities include energy & water, telecommunications, transportaiton, rail & transit safety, and gas pipeline safety.

Who?

The PUC has three Commissioners, appointed by the Governor for four year terms. Commissioners cannot have business interests in the industries they regulate, and one must be from a different political party. This promotes unbiased decisions and to ensures that Commissioners act in the best interest of all Coloradans.

Key Public Comment Opportunities

The Colorado Public Utilities Commission is seeking comments on a proposal from Xcel Energy to increase natural gas rates for its customers, and on a proposal from Black Hills Electric to increase electric rates for its customers.

Equity Implementation Staff Capstone Report Released

Senate Bill (SB) 21-272 directs the PUC to consider how best to provide equity, minimize impacts, and prioritize benefits to disproportionately impacted communities, and to address historical inequalities in all of its work. 

In April 2022, the PUC opened a proceeding to seek stakeholder input on how it should implement the equity legislation. Commissioner Megan Gilman and Staff have hosted extensive public input opportunities over the last two years. In July 2024, the PUC released a capstone report synthesizing the results from this outreach proceeding and recommendations for future activities.

Xcel Energy Wildfire Mitigation Plan

On June 27th, Xcel Energy filed a new Wildfire Mitigation Plan. This is the second plan filed by the Company and covers proposed spending for the 2025-2027 period totaling approximately $1.9 billion. The Plan includes new technology and programs including weather stations, cameras and drones, undergrounding electric lines, vegetation management, public safety power shut-offs, and stakeholder outreach.

November 25, 2025 - The Colorado Public Utilities Commission (PUC) opened Proceeding No. 25AL-0494E for Xcel Energy’s electric rate increase proposal, which was filed with the Commission on Friday, Nov. 21, 2025.
